Symposium: Democratic AI – Berlin Approaches to Responsibility, Governance and Sovereignty

Exploring the role of AI in the public sector between accountability, control, and technological sovereignty.

On May 12, 2026, the Technologiestiftung Berlin hosts the symposium “Democratic AI” at Publix – House for Journalism and Public Sphere. The event focuses on the conditions under which artificial intelligence should be deployed in public administration, and how governments can maintain control and sovereignty in an ecosystem shaped by a small number of major technology providers.

The program brings together perspectives from research, public administration, and practice, addressing both normative and operational dimensions. Key topics include legitimacy, accountability, and societal values in automated systems, as well as requirements for data, models, and governance structures. Two panels explore critical questions: Who controls state AI systems, and how can public institutions build their own capabilities to reduce dependencies and shape standards?

In addition to keynotes and panel discussions, the event provides space for exchange and networking, particularly during the closing session. It is aimed at professionals and stakeholders interested in the intersection of AI, governance, and public sector transformation.
